M&E Experience in Policy Advocacy

Translating Creative Success into Legislative Change

At RuramaiAFRICA Cultural Arts and Heritage, we provide you with high-level Monitoring and Evaluation (M&E) support for your Policy Advocacy projects dedicated to transforming Africa’s Cultural and Creative Industries (CCIs). Our proven experience delivers the data integrity and impact documentation essential for influencing legislative change and public investment.

Connect for Culture Africa (CfCA) 2024-2027

We are currently the strategic M&E partner to Chenhaka Trust, the Country Implementing Organization for the significant Connect for Culture Africa (CfCA) initiative. CfCA is reshaping perceptions and strengthening critical domains across the continent—from legislative frameworks and market expansion to education and finance—all in alignment with the Revised AU Plan of Action. Our role is to systematically collect, analyze, and document project success, ensuring:

  • Evidence-Based Advocacy: We generate precise data demonstrating progress toward CfCA’s ambitious goal of influencing African governments to allocate 1% of their national budgets to culture by 2030.
  • Stakeholder Trust: Our rigorous data monitoring provides all stakeholders, including development partners and governments, with objective evidence of project impact.
  • Actionable Insights: We don’t just measure; we develop key recommendations that directly inform policy, deepen project efficacy, and drive sustainable growth in the creative economy.

Shaping the Future of Zimbabwe Creative Sector Project (October –December 2025)

We provided comprehensive M&E support to Chenhaka Trust, the implementing organization for the critical “Shaping the Future of Zimbabwe’s Creative Sector” project. Built on the foundation of the AU Action Plan, the project’s overall goal is to increase the competence and participation of Creative Sector Players in policy formulation, implementation, and analysis.

Our M&E Expertise Ensures Success:

  • Objective Verification: We systematically tracked key outputs, including the successful training of 43 artists and cultural leaders in advocacy, policy analysis, and negotiation skills, verifying that project objectives are met.
  • Impact Measurement: We measure the impact of educational initiatives, assessing artists’ proficiency in existing national and international policy frameworks affecting the creative industry.
  • Policy Dialogue Documentation: We accurately measure and document the effectiveness and outcomes of high-level convening’s (like the Cultural Indaba), ensuring all discussions with high-level duty bearers, government officials, and industry experts are translated into actionable data.
  • Strategic Recommendations: We analyzed the collected data to generate key, evidence-based recommendations that guide policy implementation and future advocacy strategies, demonstrating tangible success to stakeholders.
